I found this quote interesting because instead of blaming the problems on the citizens of the East St. Louis, blame is being put on the shoulders of the rest of the country.

During 1994, the ESL school district had a conflict about how money being spent in schools. The state decided to take over and choose how the money should be spent.

In 2001, congress pass the law "no child left be hide law.From this law all students seem to be receiving the same education.They are given the tools to improve their reading and math skill.The goal of this "no child left behide "was made sure that every child in the USA, was reading to standard in 2014.Will that work?
